I must have left home too early yesterday morning to see it, but at least I caught a rainbow driving by Eli a month ago. Here's the English translated rainbow blessing:
Blessed are you, Hashem , our G-d, King of the universe, Who remembers the covenant, is trustworthy in His covenant, and fulfills His word.
